About this part
This one arrived already dressed for a job. The transistor is a 2N1516 in the four lead TO-7 can, and fitted to it are a white plastic collar that sits under the case and red insulating sleeves pushed over each lead individually. Somebody prepared it that way, and the preparation is the reason to want this particular piece rather than the bare one beside it in this drawer.
What the dressing does is keep four long leads from touching each other or the chassis on the way to wherever they terminate. In a crowded RF deck with the can standing proud of the board, that is not tidiness, it is the difference between a working stage and an intermittent short that only appears when the equipment warms and something moves. The collar also holds the can at a fixed height so the leads are not carrying the weight.
The part itself is a germanium PNP built for high frequency: early VHF and FM mixer and oscillator work, and a great deal of test equipment. It carries the Tektronix replacement number 151-0015-00, which is the practical reason most people search for it, because a scope of that generation lists the house number and nothing else.

How is this different from the other 2N1516 you list?
The other one has the collar but bare, unsleeved leads, and is cheaper for that reason. Same part number, same package. If you are fitting it into something crowded the sleeved one saves you a job; if you are going to cut and dress the leads yourself, buy the bare one.
