About this part
The companion piece to the ELM384 in this drawer, from the same run of original Elm Semiconductor inventory and stored the same way, in its own manufacturer carton. Like its sibling it is a part number that the general cross reference tables do not carry, so the honest description is the one the object supports: the markings, the package, the packaging it arrived in, and nothing beyond that.
Buying an obsolete device with no published data is a particular kind of purchase and it is worth being clear about who it suits. It is a poor choice for a new design, where a modern part with a datasheet will do the job better and cost less. It is a good choice when a piece of equipment has an ELM188 in it, the board is otherwise sound, and the alternative is redesigning a section of a working machine around a substitute. In that case the part number on the case is the specification, because the equipment was built around this exact device.

What are the electrical specifications?
We do not have them, and no listing that claims to should be trusted without a source. Elm Semiconductor data is not in the usual references. If your equipment specifies an ELM188, the equipment manual is the authority. If you are designing something new, choose a part you can get a datasheet for.
How is this different from the ELM384 you also list?
Different part number, different device, from the same original Elm inventory and stored the same way. They are listed separately with separate counts because they are not interchangeable and nothing about one tells you anything about the other.
What condition is the box in?
The carton is original and shows the wear of cardboard that has been in a workshop for decades: soft corners, some discolouration and shelf marks. The device inside is unused.
Can you test it before it ships?
